Illinois Court Help is a new, free service that gets you the information you need to go to court. This service is especially helpful if you don’t have a lawyer. While Illinois Court Help can’t provide legal advice, the guides will refer you to legal aid and other community services that can help.

SUPREME COURT RULES COMMITTEE TO HOLD PUBLIC HEARING ON APRIL 23
NOTICE OF PUBLIC HEARING – April 23, 2025
In accordance with Supreme Court Rule 3 (Rulemaking Procedures), you are hereby notified that the Supreme Court Rules Committee will hold a public hearing on Wednesday, April 23, 2025, beginning at 10:00 a.m., at the Administrative Office of the Illinois Courts, 222 N. LaSalle Street, 13th Floor, in Chicago. Clerks of court are requested to post a hard copy of this notice in a conspicuous place. The public hearing agenda includes the following proposals:
Proposal 24-15 (P.R. 00333) Amends Supreme Court Rule 703 (Educational Requirements); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 703 by deleting subsection (a) pertaining to an applicant’s preliminary and college work requirements; and clarifying that “first professional degree” in law requirement is not satisfied by an L.L.M. or S.J.D. or equivalent degree.
Proposal 24-16 (P.R. 00334) Amends Supreme Court Rule 704 (Qualification on Examination); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 704 by deleting reference to a specific bar exam (the Uniform Bar Examination) and replacing with general “bar exam” language in subsection (d); adding the abbreviation for National Conference of Bar Examiners in subsection (c); and removing outdated language in subsection (f).
Proposal 24-17 (P.R. 00335) Amends Supreme Court Rule 704A (Admission by Transferred Uniform Bar Examination Score); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 704A by clarifying the date upon which a Uniform Bar Examination score is attained under subsection (a); allowing graduates of foreign law schools to transfer UBE scores from another jurisdiction; and deleting subsection (e) as it is no longer necessary and renaming subsection (f) to (e) with technical changes for clarity.
Proposal 24-18 (P.R. 000336) Amends Supreme Court Rules 706 (Filing Deadlines and Fees of Registrants and Applicants) and 716 (Limited Admission of House Counsel); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rules 706 and 716 by creating a bifurcated fee structure for applications for admission on motion under Rule 705; modifying fees and allowing credit card service fees and other miscellaneous fees; codifying the process for newly employed house counsel applicants seeking waiver of the 90-day deadline and the settling of related late fees on a sliding scale.
Proposal 25-01 (P.R. 000339) Amends Supreme Court Rules 13 (Appearances – Time to Plead - Withdrawal) and 606 (Perfection of Appeal); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rules 13 and 606 by amending Rule 13 to state that the period of counsel’s representation continues until the time for filing an appeal expires unless an exception applies; adding an explanatory comment to Rule 606(a) to clarify that where a defendant is represented by counsel, it is counsel’s responsibility to file the notice of appeal; and amending Rule 606(d) for clarity.
Proposal 25-02 (P.R. 000340) Amends Supreme Court Rule 23 (Disposition of Cases in Appellate Court); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 23 by eliminating the requirement that attorneys attach copies of cited Rule 23 orders to filings.
Proposal 25-03 (P.R. 000341) Amends Supreme Court Rule 9 (Electronic Filing of Documents); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 9 to state that absent Supreme Court approval, no local court rules or general orders shall be entered that provide for rejection reasons additional to or different from those listed in the Electronic Filing Rejection Standards.
Proposal 25-04 (P.R. 000342) Amends Supreme Court Rule 9 (Electronic Filing of Documents); The Rules Committee seeks comments on a proposal which would amend Supreme Court Rule 9 to expand and clarify good cause exemptions to e-filing and related protocols.

The Supreme Court Rules Committee invites public comments on the proposals. Written comments should be submitted no later than Wednesday, April 16, 2025, to RulesCommittee@illinoiscourts.gov. or via mail to: Committee Secretary, Supreme Court Rules Committee, 222 N. LaSalle Street, 13th Floor, Chicago, Illinois 60601. PLEASE NOTE: All written comments submitted will also be published and accessible on the Supreme Court's website.
To be scheduled to testify at the public hearing, please e-mail the Rules Committee Secretary at RulesCommittee@illinoiscourts.gov no later than Wednesday, April 16, 2025.
